		<Abstract>After the events happened in 1942, Iran faced economic problems and decided to employ Arthur Millspaugh again. He was appointed as the head of assets in 1943. Millspaugh had several opponents during his career, but among them, Kremlin, Tudeh Party, and also Mosaddeq and Ebtehaj were considered as his main opponents. The present article, utilizing the documents gathered in Documentation Center of Iran, the diplomatic history of Iran`s ministry, Etela`at Newspaper from 1944-1945, and negotiations of the thirteenth and fifteenth period of the Islamic parliament and also taking advantage of a descriptive-analytical method, has tried to answer the question: “who were the main opponents of Millspaugh and what did they do against him?”.</Abstract>
